A guerra financeira no século XXI: a revolução da “bomba-dólar” e a contrarrevolução (?) do “renminbi digital”

Abstract


A “bomba-dólar”, produto das respostas dos Estados Unidos aos atentados do 11 de setembro de 2001, é instrumento do seu uso exclusivo que, apoiado nas posições hegemônicas do dólar e das suas finanças no sistema financeiro internacional, lhe permite impor sanções financeiras com grau de sofisticação e poder de destruição nunca antes vistos. Assim, revolucionou a guerra financeira e a ordem internacional no século XXI. Todavia, na China, as autoridades adaptaram as tecnologias das criptomoedas privadas e descentralizadas, como o bitcoin, para criar o renmimbi digital (e-RMB) com objetivos explícitos de construir as bases de um sistema financeiro internacional alternativo, confrontando diretamente a capacidade estadunidense para sancionar. Assim, este artigo objetiva identificar em que medida esse efeito será real. A investigação revelou que autoridades e centros de pesquisa estadunidenses constataram que, de fato, o e-RMB reduzirá significativamente a capacidade dos Estados Unidos para impor sanções. Dessa forma, concluímos que há fortes indícios de que, quando em pleno funcionamento a partir de 2022, o e-RMB neutralizará a bomba-dólar, abrindo um novo capítulo nas guerras financeiras e nos interesses, disputas e conflitos nas relações internacionais.
